What you'll do
- Identify opportunities across EU institutions, national governments, agencies, and international organizations
- Support market development, go-to-market planning, and strategic account growth
- Present capabilities and solutions in client meetings and workshops
- Coordinate multi-country pursuits with EY teams across Europe
- Lead or coordinate presales cycles for international GPS tenders, RFPs, RFIs, RFQs, and framework agreements
- Analyze technical specifications, identify risks, and define solution strategies
- Shape comprehensive solution proposals with architects, SMEs, delivery, and commercial teams
- Prepare technical narratives, delivery methodologies, work plans, roadmaps, and value propositions
- Manage end-to-end proposal deliverables for compliant, high-quality submissions
- Develop technical content, service descriptions, governance models, SLAs/OLAs, and implementation approaches
- Facilitate reviews and consolidate proposal contributions for clarity and consistency
- Support oral presentations, demonstrations, and evaluation processes
- Oversee service delivery frameworks for public-sector engagements
- Monitor SLAs, performance indicators, risk logs, issues, and client satisfaction
- Coordinate service transitions from presales to implementation and operations
- Support governance reporting, steering committees, and continuous service improvement
- Collaborate with consulting, technology, engineering, cybersecurity, and managed services teams
- Align proposals and services with quality standards, delivery models, and financial frameworks
- Leverage reusable assets, accelerators, and best practices with international teams
Key requirements
- 5+ years' experience
- IT presales, solution consulting, and technical solution definition
- Proposal writing and RFP/RFQ management
- Public-sector procurement and digital government platforms
- Cloud transformation and application modernization
- Enterprise architecture and integration
- Service management, including ITIL or similar frameworks, SLA and OLA management, and risk and issue management
- Business development
- Engineering / Computer Science / Information Systems / Public Administrationpreferred
