What you'll do
- Track, identify and assess new business opportunities in donor-funded and IFI-financed projects
- Monitor procurement portals, donor platforms and institutional pipelines
- Review procurement notices, Requests for Expressions of Interest, Requests for Proposals and tender documents
- Identify suitable partners and support the formation of international consortia
- Coordinate communication with consortium partners, clients, donors and external stakeholders
- Identify, source and coordinate experts required for technical proposals
- Prepare and submit Expressions of Interest (EOIs), prequalification documents and full technical and financial proposals
- Manage preparation of tender documentation including administrative forms, eligibility documentation, references, CVs, declarations and supporting documents
- Draft and coordinate technical methodologies, work plans, staffing schedules and implementation approaches
- Manage preparation of financial proposals
- Ensure compliance with donor procurement rules, client requirements and submission deadlines
- Manage the full proposal lifecycle from opportunity identification to submission and post-submission clarifications
Key requirements
- 7+ years' experience
- Experience in tenders for donor-funded / IFI-financed projects and knowledge of IFI procurement procedures
- Preparing Expressions of Interest (EOIs), technical proposals and financial proposals
- Identifying partners and building consortia, sourcing and coordinating experts
- English language proficiency and strong drafting skills for methodologies and proposal narratives
- Organizational and time-management skills, ability to work under pressure and meet deadlines
- Attention to detail
- Engineering degree (Bachelor's or Master's)

About the job
Our team is looking for a highly motivated and experienced International Tendering Manager to support the full lifecycle of proposals for donor-funded projects financed by International Financial Institutions and Development Banks, including the European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), World Bank, European Commission and other international donors.
The role requires strong experience in IFI procurement procedures, excellent coordination skills, and the ability to manage complex expressions of interest and tender submissions in cooperation with internal teams, external partners and international experts.
Key Responsibilities

Qualifications
Engineering background of any discipline is mandatory - Bachelor’s or Master’s degree in Engineering or another relevant technical discipline.
7 years of previous experience in tenders for donor-funded / IFI-financed projects is mandatory.
Strong knowledge of procurement procedures of International Financial Institutions, such as EIB, EBRD, World Bank, European Commission and similar donors.
Proven experience in preparing EOIs, technical proposals and financial proposals.
Experience in identifying partners, building consortia and coordinating multi-partner proposals.
Experience in sourcing and coordinating experts for international technical assistance or engineering projects.
Excellent command of English, both written and spoken.
Strong drafting skills, especially for methodologies, project approaches and proposal narratives.
Excellent organizational and time-management skills.
Ability to work under pressure and manage multiple deadlines simultaneously.
High attention to detail and strong sense of responsibility.
